A suppression list is the tenant-owned ledger of addresses you must never message again — and an opt-out is only one of the ways an address lands on it. Each entry carries a channel scope (all, sms, voice, whatsapp, email, push, telegram, messenger, or rcs), which decides which channels that address stays blocked on. Opt-outs, bounce/complaint lists, and bulk CSV imports all converge on the same suppression ledger, and a suppressed address is dropped pre-send regardless of how the send fires.

A STOP keyword reply lands a scope `all` entry on SMS and WhatsApp; an email unsubscribe or Preference Center opt-out lands a channel-scoped entry. Both reach the same ledger — the scope decides whether voice or email still goes through while SMS is suppressed, or the whole address is hard-blocked every channel.
Bulk import widens the ledger with per-row results — `accepted`, `deduplicated`, `rejected` — and the export endpoint mirrors it back out as CSV for an audit, with every row carrying the channel the entry gates.

- No — an opt-out is one specific event (STOP on SMS, unsubscribe, bounce, complaint, or bulk import). A suppression list is the durable ledger those events land in. The scope attached to the entry decides which channels the block applies to; product opt-outs usually record scope `all`, while an email unsubscribe or Preference Center action records the named channel.
- Does a suppression entry covered by `all` really gate every channel?
- Yes — scope `all` blocks the address regardless of which channel the next send attempts, until the recipient re-subscribes (the re-consent path). Re-consent removes the entry; nothing else does.
