A quarantine is a holding state that removes a suspect artifact — a sender number, a webhook payload, or a call record — from its normal rotation until a fault clears, so further traffic or billing never depends on it. Orbit uses three shapes: a degraded sender number leaves the sending rotation automatically until its reputation cooldown ends; a webhook payload that fails a decryption re-save is withheld from replay; and a call record whose billing currency can't resolve is held uncharged rather than dropped or mis-billed.

Quarantine is the recoverable lane, and that is what separates it from the webhook dead-letter queue: a DLQ is the permanent exhaust lane where a delivery lands after retries burn out, whereas a quarantined sender, payload, or call record is explicitly meant to resume normal processing once its fault clears. Nothing routes through a DLQ while quarantine still holds the artifact.

Quarantine is also distinct from the suppression list: suppression is a tenant-owned, deliberate gate — you declare an address off-limits and every outgoing send respects it. Quarantine is a fault-driven hold the platform applies for you: a degraded sender pauses because reputation fell below threshold, not because you opted it out, and the tenant always keeps the option to clear or manage it manually.

Is a quarantined sender recoverable?
Yes. A quarantined sender number leaves the sending rotation only until its reputation cooldown completes; once reputation recovers, the remediation flow restores it to rotation automatically. While quarantined, Orbit can provision a replacement number and migrate inbound routes so inbound traffic keeps working during the cooldown.
How is quarantine different from the webhook DLQ?
The DLQ (dead-letter queue) is the exhaust lane a delivery lands in after its retry budget empties — a permanent holding area for deliveries the platform gave up on. Quarantine is the recoverable lane: the artifact leaves rotation only while a named fault (a decryption re-save failure, an unresolved billing currency, a reputation dip) is active, and it re-enters normal processing the moment that fault clears. A quarantined artifact never reaches the DLQ while it still holds replayability.
