Zoom Phone vs Microsoft Teams Phone (2026)

Zoom Phone and Microsoft Teams Phone both sell per-user telephony inside a collaboration suite. This comparison walks the licensing model, PSTN routing options, contact-center adjacency, rooms hardware, and compliance recording, then maps each platform to the org shapes it fits.

Orbit Editorial Team

Short answer: Microsoft Teams Phone is the shorter path for organizations standardized on Microsoft 365: telephony arrives as a per-user add-on or inside the E5 bundle, PSTN connects through Calling Plans, Operator Connect, or Direct Routing, and the certified rooms hardware catalog is the largest in the category. Zoom Phone is the shorter path for organizations whose collaboration center of gravity is already Zoom: a per-user telephony add-on with its own calling plans and a bring-your-own-carrier route, running in the same client as the meetings estate. Both price contact-center capability as a separate licence on top of the seat count, and neither is built as a customer-facing communications platform. The closing section names that alternative, disclosed.

2. Telephony licensing model

Microsoft sells Teams Phone as a per-user licence layered on Microsoft 365. Teams Phone Standard is the base telephony SKU, and Office 365 E5 bundles it, which is why many M365 shops discover they already own the licence and only need to add PSTN connectivity. Either way the PSTN leg is priced separately: a Calling Plan adds per-user minutes from Microsoft, while Operator Connect and Direct Routing hand that leg to a carrier the tenant already pays.

Zoom sells Zoom Phone as a per-user licence layered on Zoom Workplace, and also lists the phone plan as its own per-user SKU on the published pricing page. The structural shape matches Microsoft: telephony is a per-seat line item, and every licensed user costs the same whether they place two calls a day or two hundred.

3. PSTN routing: Calling Plans, Operator Connect, Direct Routing

Microsoft documents three PSTN connectivity options for Teams Phone. Microsoft Calling Plans make Microsoft the carrier: the tenant buys numbers and minutes from Microsoft directly. Operator Connect lets the tenant choose from a Microsoft-published catalog of certified carriers, with numbers and billing staying at the carrier and administration surfacing in the Teams admin center. Direct Routing connects the tenant's own session border controller to Teams, the path organizations with existing carrier contracts or an on-prem PBX estate typically keep.

Zoom's equivalents are Zoom-provided calling plans, Zoom Phone Global Select for multinational coverage in selected markets, and Premise Peering, the bring-your-own-carrier option that terminates Zoom Phone traffic over the tenant's own SIP infrastructure. The decision logic mirrors Microsoft's: buy the carrier leg from the vendor for simplicity, pick a certified carrier from the catalog, or keep an existing carrier and SBC to preserve negotiated rates.

4. Contact-center adjacency

Both vendors treat the contact center as a separate buying conversation. Microsoft's first-party offer is Dynamics 365 Contact Center, licensed separately from Teams Phone, alongside a large certified partner ecosystem for organizations that want a mature ACD. Zoom ships Zoom Contact Center as its own licence beside the phone plan. In both cases a queues-and-recording requirement adds a second per-seat discussion on top of the telephony seat, and that second number is the one a contact-center-heavy organization should model first.

5. Device and room ecosystem

This is the most asymmetric row in the table. Microsoft's Teams Rooms and Teams Panels program, on Windows and Android, is the largest certified hardware catalog in enterprise telephony: meeting-room vendors ship certified bundles, and front-of-room consoles, hot-desking, and shared-device licensing are documented admin surfaces. For an estate of huddle rooms, boardrooms, and hot desks standardized on M365, Teams is the default answer.

Zoom Rooms is the comparable surface on the Zoom side: the same client that runs meetings runs the room, the certified hardware program covers the same room categories, and shared-device licensing extends phone behavior to common areas. Organizations whose meeting culture already runs on Zoom get the rooms estate with the same admin console and the same login.

6. Compliance recording

Microsoft exposes policy-based recording: a compliance recording policy assigns certified third-party recorders to users, recording is announced to participants, and retention is governed by the tenant's compliance tooling. Zoom provides cloud recording with admin-controlled retention plus a partner program for regulated recording. On both platforms the regulated workflow, consent announcement, retention, and legal hold, is assembled from the vendor's controls plus the tenant's own compliance stack. The question to put to each vendor is which recorder partners are certified in your region and how recording consent is signaled to the caller.

7. When each wins

The Microsoft 365 shop. Standardized on M365 with E3 or E5 seats already contracted and rooms standardized on Teams: Teams Phone is the shortest path to telephony, because the licence, the admin center, and the room estate ride on a contract the organization already signs. Operator Connect gives a published carrier catalog when Calling Plan economics do not fit.

The Zoom-first estate. Meetings, webinars, and rooms already on Zoom, with telephony as the next consolidation step: Zoom Phone adds calling inside the client users already open, and the rooms estate follows the same login and the same admin console.

The mixed or non-suite estate. Organizations without a single collaboration standard, or with a heavy customer-facing lane of support queues, outbound messaging, and AI-answered calls, should price both suites carefully before committing: the contact center is a separate licence either way, and the per-seat model charges the same for quiet users and heavy users.

8. The Devotel Orbit alternative, disclosed

This post is a vendor comparison, and Orbit is our product, so the closing is disclosed. Devotel Orbit is not a collaboration suite and does not try to replace the meeting room. It prices the telephony lane differently: usage-based voice with SIP extensions, and AI voice agents on the same account, without a per-seat licence. For organizations whose requirement is customer-facing voice, support queues, and messaging on one customer record, the neutral next reads are the Zoom Phone head-to-head, the Microsoft Teams Phone head-to-head, and Orbit vs Zoom Phone. On Orbit, recording consent, quiet hours, and suppression are tenant-configured controls, documented in the compliance guides.

Frequently asked questions

Does Office 365 E5 include Teams Phone?

Yes, per Microsoft's licensing documentation E5 bundles Teams Phone Standard. PSTN connectivity is the separate decision: a Microsoft Calling Plan, an Operator Connect carrier, or Direct Routing over your own SBC.

Can Zoom Phone be bought without a meetings bundle?

Zoom's pricing page lists the phone plan as its own per-user SKU alongside the Workplace bundles, so telephony does not require the meetings estate.

Which platform is better for a contact center?

Neither bundles one. Dynamics 365 Contact Center on the Microsoft side and Zoom Contact Center on the Zoom side are separate licences on top of the telephony seat, so model that second per-seat line before choosing between the suites.
