A PSAP (Public Safety Answering Point) is the emergency-dispatch center that answers a 911 call — the destination call-routing and location obligations converge on. In the US, thousands of local centers (counties, cities, state agencies) each serve a defined territory, and a phone system routes each emergency call to the correct one by looking up the caller's registered or current location.

Routing to the correct PSAP depends on the dispatchable location the phone system carries: a fixed office or device wires to the center covering that exact address, while nomadic VoIP users move between centers as their registered address changes. A stale or wrong address routes the call to a center that has to transfer it, adding delay on a child-in-distress scale, not a queue-tolerance scale.
E911 is the carrier mechanism that delivers the caller's location to the PSAP with the call; Kari's Law (direct 911 dialing plus on-site notification) and RAY BAUM'S Act (dispatchable location granularity) both exist to make the PSAP-ward handoff reliable. The PSAP itself answers, dispatches, and coordinates — it is the endpoint those obligations converge on, not the phone system feature.
Modernizing centers move from legacy voice-only trunks toward NG911 (Next Generation 911), an IP-based path that carries location and richer data formats, but the PSAP remains the answering entity either way.
