HLR — Home Location Register
What is HLR?
An HLR (Home Location Register) is the central database in a mobile carrier's core network that stores every subscriber's IMSI, current MSISDN, service subscriptions, and which network element is currently serving them. An HLR lookup queries that record in real time to check whether a number is active, which country and carrier it currently belongs to, and whether it's a mobile or landline — without sending the number a message or placing a call to it.

Every GSM/UMTS carrier operates an HLR as the authoritative record of subscriber identity and location; it's what the network consults on every call and message to route traffic correctly, and what an external HLR lookup queries to validate a number without contacting the subscriber. LTE/5G core networks replaced the HLR with an equivalent element, the HSS (Home Subscriber Server), though "HLR lookup" remains the common name for this kind of number-validation query regardless of which element actually answers it.
Platforms commonly run HLR lookups before a bulk SMS or voice campaign to strip disconnected, ported, or invalid numbers from a contact list — sending to a dead number wastes spend and, at high enough invalid rates, can hurt a sender's carrier reputation.
