The PHI-adjacent audience registry is a HIPAA-scoped organization's designated set of contact-list and segment ids whose members may carry Protected Health Information (PHI). A designated audience gates every campaign that picks it up until a Business Associate Agreement (BAA) is executed. The designation follows the audience — not a single campaign — and is a tenant-owned control: you register the ids, the platform enforces the gate, and it never designates an audience on your behalf.

The registry holds id strings only — contact-list ids and segment ids, 1–128 characters each — with a server-side ceiling of 500 per organization enforced write-side on the replace call.
Audiences assembled ad hoc (all contacts, CSV upload, manual entry) carry no registry id and are evaluated recipient-by-recipient at send time instead; only named list or segment entries can be designated.
The launch gate is a hard tenant-owned control: a campaign targeting a designated PHI-adjacent audience refuses to launch with 422 HIPAA_BAA_REQUIRED until your BAA reads executed, and the designation then rides every future campaign using that audience until you lift it.

- Why is this registry separate from the BAA endpoint?
- The BAA records whether your organization may handle PHI at all; the audience registry records where PHI may live. Both are needed pre-launch — an executed BAA lifts the gate, but only designated audiences carry PHI, so a campaign can proceed only when the audience is either registered or recipient-verified at send time.
- Does designating an audience retroactively block running campaigns?
- No — designation affects new campaign launches that pick the audience up, not sends already in flight. Plan designation around the list or segment id before launch; once it's registered, every subsequent launch against it gates on your BAA status.
